I would think they would go on the bottom, didn’t it come with any instructions? Maybe they are still in the box/pkg it came in

Check out the picture of it either on the website where you found it or the box. See where it shows the legs placed and then look for holes. You don’t need to tear or remove the cloth. The legs should have a screw coming out of them which will fit into the hole (once you find it) Just pierce the fabric with the screw.
